Argentina has a pioneering legal framework in Latin America. It is based on the Principio Preventivo (Prevention) and Principio Precautorio (Precaution), the Contaminador-Pagador (Polluter Pays), and Acceso a la Información y Participación Pública (Access to information and public participation). The 1994 Constitutional Reform is the cornerstone. Article 41 establishes the right to a healthy, balanced environment suitable for human development.
